What is the easiest and best way to make a high-low rig. I have found some examples on other sites but they seem to be a pain in the A$$ to make. Can they be bought somewhere. Any suggestions would be greatly appreciated.

You can buy hi-lo rigs, I'd check your local tackle shop. They're not to difficult to make, which is what I do. I take a 3' length of 30lb mono leader (some use heavier), and make two dropper loops at about 1/3 and 2/3 of the length. Only make the droppers long enough to loop a hook on - 1-2". Next I tie a snap on the bottom to hold a weight and a swivel at the top to attach to your main line/snap. Simply feed the dropper through the eye of each hook and around the shank.
The first one may take a little time, but you'll quickly get it down to a couple of minutes.

Do you use double surgeons knots to make the dropper loops?

I must confess that I don't know what a double surgeons knot is. The dropper i use is from the Bob McNally book of fishermen's knots. I simply tie an overhand loop in the leader with the tag end 5 or 7 times around. Then, while maintaining some tension on both ends, push the loop through the middle of the turns. Then pull both ends with about 1-2" of the loop sticking out. Hard to explain, I wish I could draw it. Check out the book if you can it's pretty helpful.
This may be a double surgeons knot!?!
