Found some interesting movie quotes and the year the movie came out. They're tough, but when you figure out who said them it's pretty obvious. So who said 'em in what movie?

This leaves us with the first and fourth quotes and I'll give another hint. They were both respected government employees of sorts, even if one got a little slap happy in North Africa.
