I want to re-install Windows 98. The instructions on the restoration disk say to install the disk and then restart the computer, then the system restoration startup menu will open. And then follow the on screen instructions to re-install Windows. But that window never opens  What should I do?

to install windows 98 you want to be using the origional windows 98 cd ....as a rule..... because a restoration cd rom doesn't always work as you've discovered. Micro$oft has just discontinued support for windows 98, yet so far many people believe that windows 98 se (second edition) is the best operating system out there still and doesnt have the backwards compatibility issues you run into with windows xp.
