What size net can I run without a permit/license?
for catching bait or food?

Salt water:
a net of no more than 200 square feet can be used in inland waters without special permit

Freshwater:
a net no larger than 6feet in diameter can be used.

I used a 4 foot diameter bait-casting net to catch open-water herring for livelining.

Is there a standard dimension that works better?
whatabout guage (is that what they call the mesh size)?

how about a good manageable throw net for saltwater

Unfortunately, net casting only gets easier with practice.
I'm still trying to perfect my cast, but like bike riding, it's something you won't forget.
There's nothing like seeing the net spiral out in an almost perfect circle, hit the water, sink down to the specific depth for that net, and when you haul it in, you have more bait than junk.

I would think that the faster the bait is (herring, mackeral) the larger diameter net you would want. The downside is that the larger the net, the more difficult it can be to handle.

Good luck.

Should also mention that most casting nets will give you an indication of the size bait that a given mesh is designed ti catch.
