There is a fishing pier on the CBBT (bridge-tunnel) that's not too shabby, if you don't mind paying the hefty toll. Free parking.

Most of the guys fish it from boat.

I was stationed there in the middle 1960's, and lived in Newport News, Va. I was stationed in Fort Story which is right at the northern tip of Virginia Beach.
