how do you shrink images that are too big (im using windows)

my new toy a HP officejet copier,scanner,printer all in one. i all so got some high end surf rods (stcroxi) and some new reels (penn,shimano)

I use paint shop pro to resize my pic. I am sure the camera came with something you can edit pic's with?? Most do.
