A "protected" piece of electronics is "hardened" which I believe involves substantial shielding and subject of the unit to progressive levels of emp. Not really sure but I can tell you the type of equipment that is "emp protected" is commercial satellites or anything that is sophisticated that goes into space like a spy satellite etc.
This would be the ultimate way to destroy the complete country. Locally you get people with effects of the blast waves, then radioactive fallout spreads, crosses the entire country, this after an emp was generated that already destroyed the entire electric grid in the country all at once...no radios, no nada. Electronics gets fried on or off...its the cumulative static/magnetic charges from the emp pulse. Then instant total anarchy the society would finish destroying itself within months if they lived that long without food.
This is real world stuff that could happen, not to sound like a worrywart but man it opens your eyes if you think about what could happen at any time.

I think just about every nuclear war scenario uses an EMP as a tactical manuver.
I would venture a guess it's a lot more difficult that one would think...first off, you would have to make a nuke that fit on a scud. Not easy...
