. . . frozen herring and mackerel left over from last season. Let's say I were to be drifting around at night, in a big bay, and had some eels to cast/drift, would it be a good idea to mash the herring and Mackerel up and let some of it out every once in a while to attract the fishies?

only if it is sea herring, or else you might get in deep dodo..Even frozen dead old herring will get you fined...

Grind it up before you head out.

I will grind it up before I leave the house. Now I'm no lawbreaker, but really, how many times has anyone been stopped when going fishing??? I think even if an authority had seen the herring I have they would more likely feel bad for me than to uphold the letter of the law, but who knows. Should I take them to the EPO and surrender them?

I've been told to just grind em up and mix em with the rest of the chum and you're "ok".

But I'd call and confirm before doing so.

I know it must wor, but the only thing I ever successfully chummed up were dogfish.
