This wasn't about rules. The deviation from parliamentary procedure shown in this video was clearly used to make a point.

This is a lot deeper than parliamentry procedure. It hinges on the recent miniumum wage hike. The Republicans are making a statement. Basically saying that the Dems had no problem cutting American Somoa out of the recent minimum wage hike, but they clearly want them included in the harvesting of fetal stem cells. Actually its great theatre. Another funny point is that historically Barney Frank was the KING of talking out of turn and more or less "preaching" in exactly the same way for years. They actually bring it up and all chuckle about it at one point. Frank looks like he is slightly amused too.

The Republican arguing with power-hungry Barney Frank is Patrick McHenry. McHenry rose to offer an amendment that would exempt American Samoa from the stem-cell bill — a clear dig at the fact that Samoa, which is home to StarKist factories that employ nearly 75% of the island’s work force, was conspicuously exempt from the minimum-wage bill that had passed the day before. Why is that important? Because StarKist is a branch of Del Monte Foods Co., which has its headquarters in San Francisco, Nancy Pelosi’s district.

Dead spot on. Thank you. And at the same time there is a lot of ongoing speculation that the Pelosi/Del Monte connection is even deeper.
