Any marina or mooring field has hundreds and hundreds of gallons easy to steal with no one around. Some take enough bends and run horizontal for a while that siphoning really would be a bit difficult. Much easier to do it to a vehicle than a boat, especially when reports of drilling holes in tank bottoms goes. There's always a way if they want it bad enough. Siphoning from a floating boat is pretty close to impossible, but if the boat is on a trailer its doable. IMHO locking gas caps on a boat are a waste of time, waaay too easy to defeat. But if they have many boats to choose from to steal gas, why bother with the one with a locking cap, just move to Mako's boat !!!!!!!
