Its some kind of automatic fly reel / You hand tighten the spring load knob & there is a lever you can hit & the line will start to move in ...like a winch / But will stop with tension & then wind as you gain line // or you can hit a button on the side & it completely releases the spring ;;

English made.............."Hardy" possibly. I have a spring loaded flyreel downstatirs, different brand though.

horrocks ibbotson, utica ny. i'm thinking 60's or so. pretty common automatic.
