View Full Version : comm endorsements
i've been doing the bass thing but i fish for so many different species and give ALOT of fish away. i figure i might as well be selling some of it. i'm going to target bass less next year. i know i can't get a fluke endorsement but what else is available for endorsements? is there a general groundfish one that will cover hadd, poll, cod. how about scup, seabass, tog? are they all individual tags how about winter flounder? how about mackeral? at 60 cents a pound it's pretty easy to fill up a bunch of coolers/totes. god i'm bored can't wait till april 1st - bring on the cod/haddock
sokinwet 02-12-2010, 09:11 PM I was thinking along the same lines. DMF is a good place for some info.
4) Special Permits. The following special permits may be issued by the Director for the following activities:
(a) Regulated Fishery. Authorizes the named individual and/or a commercial fishing vessel to engage in the harvest, possession and landing of Fish or shellfish from a fishery regulated pursuant to M.G.L. c. 130, § 17A, to be issued in addition to those permits required pursuant to 322 CMR 7.01(2).
i. State Waters Multispecies Groundfish Endorsement. The Multispecies Groundfish Endorsement may only be issues as an endorsement on the state-issued commercial boat and lobster permits, but not the seasonal lobster permit.
iii. Exceptions

Notwithstanding permit prohibitions on the take of finfish described in 322 CMR, any state permitted commercial fisherman who does not hold a State Waters Multispecies Groundfish Endorsement may take, possess and sell up to 75-lbs. of cod per vessel per 24-hour day harvested from waters under the jurisdiction of the commonwealth. b. Eligibility for Permit Holders Who Have Surrendered Their Federal Permits. Notwithstanding permit prohibitions on eligibility described in 322 CMR 7.01(4)(a), the Director may issue a single State Waters Multispecies Groundfish Endorsement to a state-issued commercial permit holder for a vessel that has been authorized by a federal permit to take Multispecies groundfish or monkfish if the permit holder has surrendered said federal permit to NOAA Fisheries. iv. Renewals. In 2007 and beyond, the Director may issue a State Waters Multispecies Groundfish Endorsement only to those commercial fishermen who received a State Waters Multispecies Groundfish Endorsement in 2006 and renew their permits in accordance with 322 CMR 7.00.

big jay 02-12-2010, 09:31 PM Paul,

Ron - I was at the Stellwagon CBA meeting earlier this week, Tommy D and the boys went hard to try to get it pushed back to April 1. Looks like its a no go -- after all, shutting down the charter boats for 2 weeks is really going to save alot of cod....
big jay 02-12-2010, 09:34 PM That's a good call by sokinwet with the 75lb open access permit - that's not much cod, but the fine print that makes it work is the Haddock daily limit -- which is currently "unlimited".

Cool !
I haven't decided yet on going there for the spring.
Decision could come down to being able to get fuel in Boston harbor that early in the season.
Got a few projects planned on my boat also and hope to be done before april.
the 15th, wtf. next it will be like fluke - 6 weeks.
Raider Ronnie 02-12-2010, 10:28 PM the 15th, wtf. next it will be like fluke - 6 weeks.
Last year we had all the haddock you wanted to catch early in the season, and can be caught anytime :uhuh:
those hundred haddock days are fun but i want some big cod this year. last year was slow for me on big cod - i want one that makes you think you're hung up on the bottom
clcharette 02-13-2010, 01:56 PM i know i can't get a fluke endorsement but what else is available for endorsements?

No problem, A light wind in the direction of the current is the key for filling the coolers.
A heavy wind opposing or across the tide is just a waste of time.
Fly Rod 02-13-2010, 02:29 PM Be careful if you charter and get a state or federal commercial fishing license. Once you obtain one of the licenses you will come under the GOM, Gulf of Maine rolling closure regs. from April - June. You will need to carry a LOA Letter of Authorization Letter to charter fish for cod. Once you sign on the dotted line in this program you can not get out of it for 90 days, it is mandatory. In this exemption so that you can charter for cod you will not be able to sell your fish till August 1st that is if you get your LOA may 1st. If you get your letter on the tenth of May you will not be able to fish till August 10th.
In the rolling closure period you can commercially fish below the 4230 line June 1st and above the 4230 line july 1st. providing you did not sign on to the 90 day LOA.
Confused? Call this number 978-281-9315 for more information.

beamie 02-14-2010, 11:13 AM That's a good call by sokinwet with the 75lb open access permit - that's not much cod, but the fine print that makes it work is the Haddock daily limit -- which is currently "unlimited".
Yes a good call, however don't forget the "state juristriction waters" part. Depending on where you are fishing out of, and the time of year, and the rolling closures....which run all the way to the shore and superceed the state regs.... you'll be lucky to get into good groundfishing for cod and haddock in state waters..
If your out of the Scituate, North River area only 3 mi from shore your past the demarkation line. Makes it hard to fish in state waters close to home.
Yes, can be very confusing. So much so many of the EPO's don't know the regs. Half the time I think I know them and then am told different.
hey jon, home yet? all this stuff is like stereo instructions, it overwhelms me. i should prob go talk to someone at dmf and see what's what. i'm sure it will turn into a giant pia and i will say f it. a couple of years ago i took most of the summer off and just bass fished. it took some of the joy out of fishing when the bass=dollars, you couldn't just call it a day. i'm not going to fish like that, i'd just like to be able to sell a little more to offset some of the expenses. we'll see what happens
sokinwet 02-14-2010, 02:37 PM Correct me if I'm wrong but this appears to say that if you're fishiing in state waters and you don't have a fed. permit, you are exempt from the rolling closures areas. ?? How anyone makes sense of the reg's is beyond me!!
http://www.nero.noaa.gov/nero/regs/infodocs/MultsClosedAreas.pdf
Fly Rod 02-14-2010, 04:15 PM Best be careful. The state recognizes the Federal closings. It is best to call the state.
sokinwet 02-14-2010, 05:08 PM Thanks for the heads up Fly Rod. Better safe than sorry.
beamie 02-14-2010, 09:34 PM See there you go Sokinwet John. After reading that I'd say your good to go. The reason I'm sceptical is about 8 years ago during these Closure months I was going out and getting 50-70 pounds of inshore scrod and small cod and making some gas money. I was verbally assaulted buy a local comm that said I could not do that. After a call to the state they told me the closure went all the way to the shore....who knew. So best to call again and get it straight.
Niko.....Yes,, just got home Wed night. Spent my last couple weeks delivering some Humanitarian Aid, making water, pumping some fuel etc. to Haiti. Just a mess there and what a stink on some days....
Sashamy 02-14-2010, 10:20 PM if you charter and get the letter you are exempt from commercial fishing for groundfish for one year....no more ninety day clause been like that for 4 years or so...
sokinwet 02-15-2010, 09:30 AM Jon...I was hoping to do the same thing this spring fishing the inshore ledges if I get the boat ready. Pretty short sighted of me to not get the state multi-species tag when they were grandfathering guys in. I'll prob. make a call to DMF as there are a lot of overlapping reg's. Here's a 06 DMF advisory; notice the fall closure prohibits "state & fed ". but spring only mentions federal?

You are wrong!
The letter goes From May 1st - April 30th. You can get out of the program after being in it after 90 days. You can not get out in 30 days nor 60 days and not 89 days.
For those of us that charter. If you bottom charter you have to decide which is best for you to get the LOA to be able to fish in the closed areas. You are actually punished when you get this letter especially who ever fish below the 4230 line. June 1st you can start commercial fishing below the 4230. If you put your boat in May without the letter you will be able to fish below the 4230 line, so why would you get the letter.
The 4230 line starts at or around Marblehead Neck and goes just north of half way rock out to 1-2miles above the south side of Stellwagon.
Check out http://mapserver.mytopo.com You will see this mark (+) just off of Marble Head follow it east across Stellwagon.
fish4striper 02-15-2010, 12:43 PM i took most of the summer off
what are you, a professor? lol
Do it again this year, except sell live pogies to all us diseased individuals , you'll probably clear six figures!
Sashamy 02-15-2010, 03:28 PM Hey Flyrod..I have been chartering for 20 years in the gulf of maine..If you want to fish in the GOM closed area the letter is for a YEAR! The rolling closure letter is just that a rolling closure letter...sure you can get that letter buit don't get caught east of the 13750 line on the middlebank...or that little letter you are toting around is useless...
what are you, a professor? lol

pre-kid life - wasn't that long ago but seems like a world away. at 60 bucks a dozen i should sell them to the tuna tourists. it would be worth the 60 just to watch me drive the boat and try to throw the castnet at the same time.

I only used the rolling closer letter a few times. Using the letter a person had to wait till August 1st to sell fish. Now that I do, do more commercial I do not bother getting the rolling closer LOA. My boat does not go in the water till 1st of May. I can wait for June 1st to go bottom fishing below the 4230 and July 1st for around Cape Ann & Stellwagon. And from mothers Day on I'll be fishing for stripers.
