Has far as the pirates being captured, I think it would be better if the sharks in the area were introduced to a new source of nutrition. If being thrown overboard became the penalty I would think this piracy crap would end if not immediately at least when the food source ran out, plus the sharks would benifit...win win from my perspective. Having a safe room used in conjunction with some form of disabling of the ship before it's taken over would eventually get them to stop.
