Investors refused to participate in an initial offering for the second time, the first time occured in 2008, this week, stating that the company is burdened with too much debt. The company, Cape Wind, is allready saddled with 532 million dollars of debt, and could not muster interest from even risk taking investors.
No wonder they need the tax breaks and incentives that Deval Patrick is so willing to give them, 189 Million dollars worth up front, and who knows on the back end. No one will lend them money without the incentive guarantees, I'll bet.
