The regs for party/charter boats differ from rec boats. The party/charter have an 8 fish per person bag limit until Nov 30th. Then until the closure on Dec 15th they can only catch 1 pp. I don't think they will target Togs with a 1 bag limit after the end of the month.

Absolutely correct. I think Frank is going to start codfishing at the end of the month.
