Earlier Monday, an Illinois Appeals Court ruled that Emanuel's name can't be on the Feb. 22 ballot because he didn't live in Chicago for a year before the election.

If they intend to only work in Wash. for a short time, do they change their address and be subject to these type of laws or do they not change their address (and what address do they use) and be accused of living somewhere and having their address somewhere else? I would imagine each state/city has its own rules.
