Tackle Trade world has a good article this issue regarding lead in fishing tackle. They say that within the next 6 years that lead will be completely banned in any tackle in Europe.

Other metals such as brass etc have lead as part of the alloy... They changed it to 3% after everyone said whoa because it stopped most paints etc also.
