In RI you can catch them but there are a few small hoops you have to jump through and you can't touch them 48hrs before or after a full/new moon. I think to get a lic you need to have a lic...chicken and egg thing. I doubt they are handing out more of them. When I was a kid I would pick up one or two of them for my eel pot, they are great eel bait.
