Anyone else see an issue... if your a Recreational why bother .. to use the gas to get 3 black sea bass or 8 18 in fluke .. Still trying to balance overfishing by putting bigger restrictions the week end warriors of fishing

The allocation of the the total allowable catch between recreational and commercial fishermen hasn't changed.

Rhode Island Department of Environmental Management
Division of Fish and Wildlife
2011 Brochure of Marine Fisheries Rules and Regs
Black sea bass Recreational limit was 12 fish

For black sea bass, an increased season (June 15 to December 31) and daily possession limit (to 15 fish/person) April 6, 2012

I am kinda missing your point.. from 15 to 3 fish 2013 seems like a big change

The recreational sector severely overfished its ACL last year and now we have to pay back the overage.
