Permits are CRMC and are available for beach driving after September 15. Access is from CTown more or less to Watch Hill. Fish can be anywhere. Closer to mid September better IMO and you can get Albies and the rare occasional Spanish Macks mixed in

Depends on how long - cheap motels like Ocean Vierw in CTown to plenty of places in Westerly / Misquamicut to renting a house.
