What's stopping them from just not cutting the fin and doing the same stockpiling as before? nothing at all! Will EP's be checking comm boats on non-comm days more now to make sure this rule is being followed? Worth the risk to many I am sure. They could have you cutting All kinds of parts off but I feel it will not deter the chronic cheater one bit. I just hope the consequences are sever, like loss of license, for stackers or any sort of cheating in that fishery then maybe people will think twice. They pretty much know where the hot bite is. It's not too hard to figure out where the majority of the fish are coming from. If a boat is fishing the hot spot the day before or the night before, those guys are just asking to get boarded. If there aren't any commercial permit holders on board, or the boat doesn't hold a permit, then it will be a quick boarding. If your buddy your fishing with holds a commercial permit on his boat, You better have those fins clipped. According to the coast guard, while you are commercially fishing, you are supposed to follow the rules for commercial fishing vessels. Which means having the day shape of 2 apex cones. I did not even use my boat last year. Had pretty decent season just from shore. Didn't need the boating hassle but saw the rampant exploitation of that rule every non comm day and the authorities were no where to be seen. It was obvious where this was happening and in broad daylight. After dark it gets even harder to enforce. I also fished a certain beach from shore and starting at dusk there were as many as 20 boats already out there pounding the fish well before the 12 o'clock hour started. Took the cops a good 2 weeks to figure that one out. Sorry but I have no confidence in the implementation of this rule. Hope I am wrong. BTW I did get stopped by a environmental cop on shore with 4 fish on a comm day and I applauded him for the search. Someone dropped a dime on me.
