Dennis what do you expect the penalties are not tough enough to prevent the criminals from stealing. Until such violations are seen in a harsher light they will continue. Think of how many fish were taken illegally at the canal this year. It wont stop until there is more and enforcement and harsher consequences. I wont hold my breath.

The time to toughen the penalties is long overdue.
Confiscate all gear and auction it off.
Happens to the big time drug dealers, why not the poachers.
Guaranteed to put a dent in poaching.
