The US is now playing the 2008 playbook on a grand scale -- bailout, stimulus, Fed printing trillions of cash and lending it to avoid bankruptcy. Apparently "infrastructure stimulus" is next. We're sort of like a 2 year old with a hammer, to which everything looks like a nail.
The danger in what we are doing is likewise that this becomes enshrined as standard pandemic policy for the next time -- shut down the whole economy, print rivers of cash, wait for technology to save us.
This episode should be regarded as what not to do, so we have a robust and fast-moving public health response that avoids a shutdown.
That is why we have a federal government.

3m is denying masks to the state of FL and selling them to foreign countries. if that’s fine with you, good for you. i want and expect my president to be furious at that.
so in the same paragraph you blame the feds for not doing anything, and also blame the executive branch for trying to help get facemasks for hospital workers in FL.
Almost in the same sentence, you say Trump is doing nothing, and also doing too much.

detbuch 04-03-2020, 12:27 PM A unified strategy (Federal, state and local, and private sector) was already in place as of 4-19-2006: Pandemic Influenza Preparedness Response, and Recovery Guide for Critical Infrastructure and Key Resources.
But the state, local, and private sectors clearly had not lived up to the strategy guidelines by the time Trump's administration came to power, so were woefully unprepared. Even the Federal government had not done everything as it should have, such as not replenishing all stockpiles.
A summary of different levels of responsibilities:
FEDERAL: On November 1, 2005, President Bush announced the nation’s comprehensive approach to prepare for and combat a potential pandemic influenza, emphasizing the need for proactive efforts combining the full capabilities and support of all levels of government and the private sector. The President also launched the primary Federal Web site, www.pandemicfl u.gov, to provide up-to-date information and pandemic links, and he released the National Strategy for Pandemic Influenza. 3 On May 6, 2006, the U.S. Homeland Security Council distributed the National Strategy for Pandemic Influenza Implementation Plan to provide operational direction and specific implementation actions for all Federal Departments as well as guidance for State, local, and tribal governments and the private sector. The Implementation Plan complements and extends existing national disaster management documents to include the National Response Plan and National Incident Management System (see Guide Annex and www.dhs.gov/dhspublic/display?theme=14). From this guidance, government stakeholders will develop their actionable pandemic plans to support their specific areas of responsibility and authority. This CI/KR Guide incorporates the guidance provided in the Implementation Plan and specifically addresses one of the support actions directed in Chapter 9 of the Implementation Plan. 2.5.2
STATE, LOCAL, AND TRIBAL: This level of government represents the nation’s front lines in the pandemic battle. They will face extreme challenges in maintaining normal operations in the face of widespread illness and increased demand on most government services. States are diligently updating their pandemic plans; these are available for review at www.pandemicflu.gov/plan/ stateplans.html. As outlined in the Strategy, State, local, and tribal responsibilities include the following:
•ensuring all reasonable measures are taken to limit the spread of an outbreak within and beyond the community’s borders;
•establishing comprehensive and credible preparedness and response plans that are exercised on a regular basis;
•integrating non-health entities, including law enforcement, utilities, and city services in pandemic planning;
•identifying key spokespersons for the community, ensuring that they are educated in risk communications, and having coordinated crisis communications plans;
*establishing State and community-based stockpiles and distribution systems; and
•providing public education campaigns on pandemic influenza.
PRIVATE SECTOR: The impact of all disasters is generally felt most severely at the local level. Private sector businesses should familiarize themselves with the various pandemic containment and response options including social distancing, quarantine laws, and movement restrictions, in the jurisdictions where they operate. Business planners should also assess the diverse national and international legal and regulatory authorities, issues, and restraints that could affect their business, supply chain, transportation of goods and services, priority for municipal services, and workplace safety issues. Additionally, planners should fully assess the risks, impacts, and implications of pandemic-related disruptions to international production, supply
Did the Trump administration review all federal guidelines for all sectors of its responsibility to assure that all was in place as it should be and ready to go. Probably no. Probably assumed everything was up to snuff. But things, at all levels, Federal, state, local, and private, were not.
So new plans had to be developed. And the Fed is now doing much of what it should and what state and local governments should have done, and getting the private sector fully engaged.

As for your second question, Paul... after thinking I had answered you in full; there is no excuse for the lies. I have made it clear that it infuriates me. His is a nationalist program, which this pandemic has proven, is more along the lines we should be pursuing, IMO. Bring the manufacturing back onshore. Made in the USA should be important again. BUT,,,, if you want to impeach someone, you better have the goods. Russia, collusion, Joe Biden and his son? All that took his attention away from where it should have been, IMO. Lost opportunity to lead a country as opposed to playing defense all the time. Lord, he is difficult to defend, but we need to move FORWARD>…….

Agreed. I was fortunate in my early professional life to work for a manager who surrounded himself with the best talent he could find, knowing their talent would be what made him be considered the best in the city/region. Similar to Reagan. There was no chest beating. Unfortunately that is not the style of doing business in the NYC area, and that is where he cut his teeth..

He totally ignore the virus and his trying to use the impeachment is an excuse. They floated that as an excuse until people started asking why the admin. couldn't work on 2x at once and it died a quick death. He constantly downplayed the virus and constantly lied. I just saw that the admin. est of potential deaths (100K - 200K) seems to be made up and no one knows where that came from. It will be the admin. line and if deaths come in less than that, the admin. will say they did a great job. You can't move forward when the person who has the biggest megaphone is a lying, petty, unprepared person.

Each day that we continue without a unified national solution makes the final cost in lives and dollars greater.
Trump*s schizophrenic approach to management of this is not working.
Everybody needs to be able to plan their response and count on others to do what they say they will.
There is a limited supply of stuff in the world.
We need to be on top of it.

The change in the national strategic stockpile website after Jared's odd statement is unacceptable.
I have heard that Massachusetts only received 17% of aid requested and Maine 5%, while Florida will receive its 3rd shipment of 100% of aid requested. The group Citizen's for Ethics is investigating if the Strategic National Stockpile is distributing aid based on Trump’s personal preferences.
He wouldn't do that would he?

Florida is trying to buy masks from independent distributors who require proof of ability to pay which the states are often slow to produce... so the deals are going to other bidders. Could be other states, FEMA or foreign buyers. Read beyond the headlines Jim it’s all online.
The problem here isn’t 3M as much as an administration who seems to be terrified of demonstrating that the federal government has a role to play in protecting the people outside of the traditional military.

Yet the same day as the WHO warning, the Trump administration announced that it was transporting to China nearly 17.8 tons (more than 35,000 pounds) of "masks, gowns, gauze, respirators, and other vital materials." As Secretary of State Mike Pompeo noted in the press release announcing this shipment, "These donations are a testament to the generosity of the American people."
Americans indeed are a generous people. We want to help those in need. And at the time these medical supplies were shipped, more than 28,000 people in China were infected with nearly 600 deaths attributed to the virus. But how could Trump allow tons of vital medical equipment Americans to be transported to another country in February if, as he has claimed that since January, he fully understood the risk the United States was facing from the virus. Other nations were building up their stockpiles while Trump did rallies, golfed and called it a hoax.

detbuch 04-04-2020, 08:52 PM South Korea and Taiwan already had infrastructures in place with adequate supplies to deal with a pandemic, partly because of the previous biological invasions from China, such as SARS. And they have a more compact area in which to mobilize procedures such as testing, as well as more uniform cultures which are willing to obey and cooperate with government guidelines and requests. As well as smaller populations which are not as unwieldly to monitor and thoroughly trace people to people contacts.
The U.S., supposedly, has an infrastructure and SOP in place. It heavily involves the States and local governments as being the front line with the greatest responsibility for fighting pandemics. But neither the federal nor the state and local governments had stocked or restocked the required supplies before Trump came to power, nor were consistently practicing readiness and awareness. So we had to waste time ramping up what should already been in place.
And SK and Taiwan are far more wary than Western countries of the reliability of any information that comes out of China.
China lied about the danger and extent of the covid-19 in Wuhan. And we reacted to China's initial downplay of the virus. It is estimated that China's lack of truth, time being of the essence, critically set back the rest of the world by two weeks or so in properly reacting.
The Trump administration, given the circumstances, has done a credibly, or better, job of actually doing more than our established guidelines for pandemic crises. It is actually doing much of what the states should have been doing. NY, of all places, the possible epicenter of any pandemic or terrorist attack, was woefully unprepared and hypocritically has tried to shift blame on Trump.
So, at this point, what we need is cooperation and effort across all sectors of our society--all hands on deck. Bitching and pointing fingers may be a way of winning an election, but it is a cynical disregard for the safety and well being of our people.

It certainly appears to have confused and inhibited government response, especially in republican led states where they still are resisting distancing measures, want open churches and beaches etc...

The virus was known about by China sometime in late 2019--some say possibly as early as September. It was the duty of the Chinese government to notify the world health community of the first known eruptions. If it had done so, we would have had a much earlier start in preparations.
As far as I can find, our intelligence reports that China might be lying were in January and February of 2020.
Trump imposed the China travel ban and declared a public health emergency in January.

January 28, 2020: Two former Trump administration officials—Gottlieb and Borio—publish an op-ed in the Wall Street Journal imploring the president to “Act Now to Prevent an American Epidemic.” They advocate a 4-point plan to address the coming crisis:
(1) Expand testing to identify and isolate cases.
Note: This did not happen for many weeks. The first time more than 2,000 tests were deployed in a single day was not until almost six weeks later, on March 11.
(2) Boost flu vaccination efforts to reduce the load on hospitals.
(3) Prepare hospital units for isolation with more gowns and masks.
Note: There was no dramatic ramp-up in the production of critical supplies undertaken. As a result, many hospitals quickly experienced shortages of critical PPE materials. Federal agencies waited until Mid-March to begin bulk orders of N95 masks.
(4) Vaccine development.
January 29, 2020: The New York Times reports that “mask hoarders” may cause further shortages when the outbreak reaches America.
January 29, 2020: Republican Senator Tom Cotton reaches out to President Trump in private to encourage him to take the virus seriously.
January 30, 2020: Dr. James Hamblin publishes another warning about critical PPE materials in the Atlantic, titled “We Don’t Have Enough Masks.” At the time, it was clear that mask shortages would be a serious problem. Other countries coping with COVID-19 were already running short on masks and ordering them from America and, in addition, almost the entire CDC stockpile had been consumed during the 2009 flu season.
Late January, 2020: HHS sends a letter asking to use its transfer authority to shift $136 million of department funds into pools that could be tapped for combating the coronavirus. White House budget hawks argued that appropriating too much money at once when there were only a few U.S. cases would be viewed as alarmist.
January 31, 2020: Trump puts into action a temporary travel ban on China. This decision has been the centerpiece of his claim to have responded to the coronavirus. But even here, the truth is somewhat different.
Trump’s Chinese travel ban only banned “foreign nationals who had been in China in the last 14 days.” This wording did not—at all—stop people from arriving in America from China. In fact, for much of the crisis, flights from China landed in America almost daily filled with people who had been in China, but did not fit the category as Trump’s “travel ban” defined it.
January 31, 2020: On the same day Trump was enacting his fake travel ban, Foreign Policy reports that face masks and latex gloves are sold out on Amazon and at leading stores in New York City and suggests the surge in masks being sold to other countries needs “refereeing” in the face of the coming crisis.
February 4, 2020: Gottlieb and Borio take to the WSJ again, this time to warn the president that “a pandemic seems inevitable” and call on the administration to dramatically expand testing, expand the number of labs for reviewing tests, and change the rules to allow for tests of people even if they don’t have a clear known risk factor.
Note: Some of these recommendations were eventually implemented—25 days later.
February 4 or 5, 2020: Robert Kadlec, the assistant secretary for preparedness and response, and other intelligence officials brief the Senate Intelligence Committee that the virus poses a “serious” threat and that “Americans would need to take actions that could disrupt their daily lives.”
February 5, 2020: HHS Secretary Alex Azar requests $2 billion to “buy respirator masks and other supplies for a depleted federal stockpile of emergency medical equipment.” He is rebuffed by Trump and the White House OMB who eventually send Congress a $500 million request weeks later.

When this is over, you three should get a B&B somewhere, clearly this admiration society needs to take that love somewhere. My theme might be the same, but Trump and this administration, keeps giving us new material every day, week and month. Now the family is showing how they too can muddy the water, Jared is a gem coming up with novel plans involving companies that didn’t even know there was a plan. I see there is a new member of the irrelevant force, Jim was trying hard to be part of the group and I really think he is close to earning that coveted title MRI3. Good going Jim.
