New England Boating has a pretty explanatory article:


State launch ramps are open to Rhode Island boaters, except for the ramps at state parks, which remain closed.
Non-residents wishing to work on their boats in RI must self-quarantine while in RI. They must not come in contact with others, and must either stay on their boats or in a residence while in RI. That person DOES NOT have to remain in the state for the 14-day quarantine period, however.
Out-of-state charter boat operators may not enter or do business in Rhode Island.
Out-of-state boaters may enter Rhode Island to remove their boats from the state.
Out-of-state boaters may enter the state to pick up a vessel they have purchased in RI.
Non-resident anglers may not fish in RI freshwater waterbodies.
Transient boaters may not dock or moor at a RI marina.
Anglers entering RI waters by boat may fish in RI marine waters, but may not make landfall in the state.

works for me.. put in in MA fish in RI then Back to MA basically what I have always done ... still early enough not to get in the way of fishing but I understand people who dont trailer are going to have a hard time getting their boats in the water
