ACR makes strobes specificall designed to pin onto PFDs. Much better than lightsticks, since the strobes blink and send out a much more powerful light that likely to get noticed.

the ACR's are about the only strobe I'd trust to put on a PFD...

Yet again, used em offshore and trust em.
