I dunno Bob...if they were close enough to get bit, I think instead of a lawsuit, the "victim" might be facing charges, Felony charges at that, of violating the Marine Mammal Act, and Harrassing the seal, the seal would be ruled as acting in self defense, due to said harrassment...especially as signs were clearly posted...the fence is a result of the asshats not reading/obeying said signs...any attempt at a law suit would be tossed, I would bet.

and now it sets the precedent...seals congregate.. equals..close that section of beach...the sea rats own it....period.
