I'm going to go out on a limb and assume that any correspondence coming from the Secretary of the State has some kind of classification level to it....to propagate/store that information on a Non-Classified personal server is reckless at the very least.....

Didn't Snowden take classified information and e-mail it to Non-classified e-mail systems......how did that turn out.
