As far as Pete's claim. At one point I had read that he was on pace to be the highest. As of the first year or so, he had more than Obama at the same point. His point remains valid though; he has been largely ineffective at working with congress as the great negotiator to get much through with the GOP controlling (I know not with the 60 vote majority) both houses. He beat on Obama for this on the trail and through twitter as being ineffective because Obama needed to use EO's.
