I thought that they got it right after the moratorium, with 1@36". But then one questionable YOY index gave them all the excuse they needed to open the floodgates again. Then they started pushing "maximum sustainable yield" and right then and there, I knew it was doomed to fail. Maximum sustainable yield means managing the fishery right on the edge, how many fish can we allow to be killed each year, without any means of accurately determining total recreational harvest and release mortality. Instead of data they relied on "best guesses".
