then it would be recycled

And you have physical proof this came from trawlers? Video? Boat name? Actual eyewitness?? I'm not sticking up for anyone I just want to see proof before I start slamming someone.

YES every winter we have an annual thread on the senseless slaughter of thousands of striped bass.

If you don't believe me I'm sure a few people can dig up some threads here. There's been enough of them locked over the years.

There is another thread were several boaters including one charter captain and its crew witnessed this trawler..... It just takes a handfull to ruin it for all, total disregard and waste... Those are just the floaters!

These are discarded SB from what are called "netters" in NC. Most are gill netters and are completely allowed to fish gear that can catch much more than they are allowed to keep. The beach seiners are also on the same quota and cull in the same manner. They each can haul a net with 500 Stripers, cull out the largest 100 (I think that is their number per day) and cull or toss the rest overboard.

Every EAst Coast State has three commissioners that participate at ASMFC where SB regulations are approved. Call your state DEM/DMF and be pissed off.

All in NC State waters nice and legal this year. Simply sickening.

The beach netters have not had a chance to catch any. Believe me...I'd be there doing it if I could (I have a license). Fact is, the fish have not been that close to the beach. The video is ground fishing boats (draggers) who are required to discard the undersized stripers as bycatch despite trying to have the state allow the keeping as part of the allocation. I don't condone it...just explain it. I just prefer to keep others from getting caught up in the mass hysteria that pits anglers against each other less we all lose. The NC season is a whopping 5 days long. Boats are allowed to keep 50 fish over 28 inches per day. You can do the math and figure that allocation (or you can look on the web and get the annula allocations). It seems bad but is really nothing compared to what gets caught during the summer in the Chesapeake or other mid-Atlantic locations.


If you ever sail the Chesapeake after a cargo ship has passed you'd see similar things (albeit not in the same numbers). You have to ask yourself what the guys who took the video were doing. The answer is they were looking to hit the school and have a 50-70 fish day with catch and release. When you are catching fish that fast just how careful are you to make sure each is returned successfully? Not an accusation...just a question.

I am not defending anyone so no need to hammer me.

On Jan. 15th the North Carolina, ocean commercial striped bass season opened. In this trawl fishery, individual boats can keep the 50 largest fish that they catch in a day. This practice allows and encourages the culling or high grading of the catch. This means that the boat will keep the 50 largest fish in possession but may continue trawling all day and may replace these fish with larger ones caught later. Replacing means they will throw the dead or dying fish over the side, substituting them with the freshly caught larger bass.

Dear Dr. Daniels – The world is now aware of the terrible misuse of the striped bass resource caused by the commercial ocean trawl fishery off the North Carolina Outer Banks. These fish are worth considerably more per pound if allocated to the recreational fishery in North Carolina than when taken by commercial harvest. But if the practice of commercial fishing for striped bass must continue in NC, certainly the participants should never be allowed to cull and high grade these fish. It is already too late to save the thousands of large striped bass wasted by this fishery during the 2011 winter season, but we hope that you will use the power of your office to keep this from happening in the future.

That's just plain disgusting to see. Have we advanced to create better regs that promote sustainable resource use with minimal waste? Look's like we have a long way to go.

Videos like that just further demonstrate that striped bass with eventually be a gamefish. A lot of commercial fishermen want to place all the blame on "those damn treehuggers" for shortened seasons and reduced quotas, whereas they should be examining the habits of some of their fellow industry-men .

I totally support conservation.. I do not support a system that slaughters and wastes.. UNTILL PEOPLE PUT THE BLAME WHERE IT BELONGS I dont wanna hear it.. Yes there was some shady captains BACK IN THE DAY.. but now with NMS takin residence in our respective colons kinda hard to cheat.. 5 FEDERAL employees to WATCH 1 boat unload.. wow ho wbout the observer/monitor programs and dock side monitors and VTR and VTS and havin to pre call days youll sail and then still havin to declare or sittin outside the demarc in crap wether caus eyou have to wait on anchor for the time to go by.. yea lets put peoples lives in danger to let em work.. Sorry but some of yall need to get a effin clue of what its like on our side of the fence..

His boat rolled at the dock a weekor two ago in Galilee .. He and his crew made it off ok.. he came in with UNDER his legal weight of fish and it shifted the boat rolled 150 feet from the dock... the "Damariscota" was his boat..

Sure, let's talk about your industry, an industry where just about every single commercial fisherman I have gotten to know has shown that he abuses the system - be it high-grading, keeping too many fish, fishing on non-commercial days, selling at back doors, striper fishing in the EEZ, you name it. Sure, there are some honest ones that go completely by the book, but there is no denying that they are the minority.
You're right, the science is bad. One trip to a regulatory meeting will easily demonstrate that. The part where you're wrong? The science is bad in the comms favor and that bad science is the only reason there is *any* season at all. They knowingly use bad data, accept terrible relative YOY numbers, utilize arbitrary stock numbers, ignore myco mortality, ignore that their bycatch numbers are low and then say "yeah, we know the numbers aren't accurate, but those are the ones we are going to use to consider increasing the quota 20%."

Upset about only having 28 days to fish? Don't blame me about a short season, don't blame the PEW organization, blame the ones who raped the seas in the past without regard for the future and continue to do so.

• Blame the trawlers that throw more dead bass over the rail as bycatch than a dozen Rod and Reel Comms would catch in a season.
• Blame the companies who cause the 2-3 videos that pop online each year with keeper bass belly up in the middle of the ocean.
• Blame companies like Omega that will wipe out a school of bait.
• Blame the group of fishermen in MD that profited multiple millions of dollars by scamming the system.
• Blame the fisherman who was caught with the secret compartment in his boat to poach fish.
• Blame the tournaments that promote killing the largest fish possible.
• Blame the NC Commercial fishermen who fish well into the EEZ and then throw their catch over the rail when there are reports of the Coast Guard coming.
• Blame the lackluster enforcement.

I would 100% support a well regulated Rod and Reel Commercial fishery with responsible people, reporting their catch and playing by the rules along with a major tightening of Recreational Regs (1@36") with effective enforcement. Unfortunately, none of those things will ever happen - there will always be comms who disregard the system, there will always be Recs who keep too many or undersized fish and the government sucks at enforcing their own regulations so.... Gamefish Status will be the eventual outcome.

There was already one crash of the stock due to ineffective regulations. The writing is on the wall and I hope you're prepared for the next crash.

While I definitely lean anti commercial... There is plenty of Blame to go around.

Blame REC poachers.
Blame REC fisherman who sell Blackmarket or on others slips.
Blame REC fisherman who HAMMER fish in the EEZ in NC
Blame REC fisherman who keep 2 fish every chance they get
Blame REC fisherman who toss schoolies from a jetty like so many stones.

I'm sure there are others I just can't think of right now.

Pretty much all of the above reaffirms my comments. The commercial regulatory system is broken and exploited. You see it and, from the sounds of it, accept that it is an issue. So close it down.

With regards to my "anecdotal evidence" in terms of how comm guys scam the system and how you somehow think it is impossible, how about the major sting operation that broke up the poaching cartel in MD. If it's so impossible, how'd they get away with it?
How about the Mass guy that was arrested and had his boat impounded due to the hidden compartment where he stored poached fish above the limit?
How about the commercial boat out of NC last year that was boarded by the Coast Guard in the EEZ significantly over their limit?


You're welcome to hope the government meddles in my industry, because they do. As a business owner, the government intrudes in my way of life every single day so don't expect sympathy from me when it comes to dealing with the government.

I would like to see monitor on commercial boats to insure laws are obeyed. The cost to implement would be a challenge.
Maybe the owners can absorb the cost by an increase in amount of ponds of fish to offset the monitors cost.
Or boat owner pay directly as the cost of doing business as a business would hire a cop for an event to regulate saftey

Google NMFS observer and monitor program.. rule numero uno in both programs " report any illegal activity"... Your wish has been in effect for over 5 years now.. Oh and the owners do absorb a good share of the cost through "SECTOR FEES" and umm yea why do you think the goverment just gave "The Fisheries" a couple billion.. NO fisherman saw a dime.. was all for NMFS... so your wants are all ready in play

Observers is not the answer. The so called "MD ring" (although they actually came from Virginia and DC but hey, why get the facts right) did everything in the open. I personally know one of them as he lives about a mile from me. One of his nets that he used to increase his quota (read poach) was just a short swim up the creek from me. I won't say he's a nice guy becasue a thief is a thief in my book. However, for every comm doing it there are more (primarily because of the sheer numbers) of recs who are doing the same thing albeit in smaller numbers. But the result is the same. The difference is that the recs do it when we are out fishing as well so we could care less (or don't want to take the time from our actions getting our piece of the share) to report them. Makai said it best...another example of how we as the human race can really show how little we have advanced since we left the cave.

All I can say is that when they select the new Director of Enforcement for NMFS (most here don't even know they are in the process of filling that position) I hope he/she will place as much emphassis on holding us accountable as recreational anglers as they do for our commercial brethern. In fact, maybe the answer is observers for us. Wouldn't you like to have someone on your boat or looking over your sholder telling you not to swim out farther because they need to stay tethered to you? Be careful what you wish for...

Everyone should have their local EP number in their phone. I've called many times but the problem is there is often only one guy on duty covering the entire Cape - this is according to one of the MEP guys I talked with down the canal.

I am not anti-Comm I77, but have serious reservations with several styles of fishing....

RIRH first off observers are on FEDERAL boats as are monitors.. ANd docksides watch catch be unloaded and stay with fish till it gets to a FFD.. Now that being said 3 miles an shoaler not FEDERAL its a state problem.. Now I have said many times Im for CONSERVATION not erradication.. no NC system is horrilbly flawed as is the NEMSGF... and the regs up here.. Just sayin dont jump on a bandwagon to fix NC and say how YOUR state is so perfect.. CAUSE IT AINT! And yes it all comes down to greed I was too busy making an HONEST paycheck to worry about callin.. But then again Id love to see yall in a floating circle jerk of no less then 150 boats tryin to remember which one was wich.. while trying to avoid things like whales idiots on other boats gettin hung down.. Like I have said many many times I can do this all day.. but please remember when yuou talk of waste of resources it takes 5 govt official agents for one boat to run a LEGAL trip.. oh and your taxes do pay a brunt of it.. And for the record most of the observers cyclin in this summer were coming back from ALASKA AND HAWAII... at least the ones in Chatham.. The law says 30% coverage on every FED comm boat.. yall wanna talk ok MY fathers 3 gill netters outta Chatham lowest is 89%.. 89% almost 3 times the legal required amount??? why is that?? Oh cause we dont treat the observers badly and the 30% comes from the sector total... Quit blaming "greedy fishermen" you dont know what its like to deal with our job do our job or try to live on what we make. And what we have to go through to get that check. Heres a couple little facts for you
1) 80% of seafood in this country is IMPORTED!!!!!!

2) for every 1 dollar of fish landed in this country, 4 dollars is generated to the general economy from it..

3) The US has under harvested its swordfish quota to the point our remaining unharvested quota was given to other countries who already were overfishing their quotas..

My honest opinion is this ya wanna stop waste in the fisheries???

And RIRH I have more then serious reservation... I hate draggers they are the most innefficiant fishing method for target species fishing.. They operated under imunity for years now that over.. hopefully most will go away.. but I doubt it.. The fact is the draggers no longer have the wallet.. A different fishery does.. AHHEMMM Scallopers.. yea them boys got the money they deserve it but they are who youll see soon runnin an industry.. $20 a pound for yellow tail quota. what scallopers were payin at one point so they could continue to fish once the hard TAC was hit...
