Here's a link to a map of the Rio Grande.
If a fence is so simple just draw a line where it would go, now remember that it is a floodplain and if you create a dam it will flood the surrounding area, if you make it straight you will have to take a lot of land from citizens.

I think this issue was covered in great detail with the CATO analysis I posted. If I remember Jim called it idiotic.
