The formal announcement from the National Oceanic and Atmospheric Administration reflected what much of the Cape wanted, a 12-nautical mile territorial sea boundary from the Canadian border to Connecticut and a 20-mile buffer off the peninsula's backshore as well as catch limits based on the needs of the ecosystem. Supporters believe the buffer that keeps industrial-sized midwater trawl vessels from taking enormous amounts of herring out of local waters will go a long way towards rebuilding the entire inshore ecosystem and therefore boost the maritime economy.

I know, skeptical...
But the phrase "catch limits based on the based on the needs of the ecosystem" is disturbing (I'm watching Bruins and having a Scotch). What are the needs of the ecosystem? and how will that affect the fishery? Sigh...

When I was studying fisheries... almost 20 years ago... ecosystem based approach was the direction we were supposed to be heading. Can't believe it. Hope it sticks

Yes good news. But many runs near me suffer from over growth limmiting flow blocked dams . Or general absense of herring comming or going .
Not sure how to fix this side of the issue

They waited too long me think, been counting a run in my town for several years now, it pretty much died a couple years ago :-(

And the state just started construction on widening the tributary under rt 28, go figure

Maybe they get it right, maybe the they won't at this late juncture. The powers that be have a woeful record save for the black sea bass and maybe one or two others but i'm sure they'll eff those up within due time.
