well, we've seen in Africa that just throwing money at the problem is completely useless and even counter-productive.

targeted aid programs (supervised funding for things like vaccination programs, etc) work.

maybe i should move to pakistan and wait for the $$$ to fall from the sky. :jester:

In that part of the world simple bribes actually seem to be very effective, until the money stops flowing :doh:

Considering how badly aid has been botched in Iraq, you'd guess 70-90% of it will be stolen anyway.
