what ever get's em on the hook

Trim their tail back so they cant escape and propel forward . Their fins on the side, I think called pectoral are used for depth same as a submarine . The big scup have moved in to my haunt right on schedule feeding on my fresh herrin as I target large . I catch the keeper size Scup, chum the waters and use them as chunks.

i wouldn't go cutting at your live bait. you want them frisky.
re-work the rigs.
3 ways and a couple ounces will keep even the biggest bait in the strike zone.

use balloons to keep them from going far or fleeing

you don't need to cut fins or anything... a scup with a hook through it is far slower than a hungry striper
