he didnt win for mayor he won for council of the 8th ward ! in 94 he won the mayors seat for the 4th time .

I dont see what is so suprising here . he was the mayor of DC and what are the citizens of DC ? they are not weathly nondrug users who happen to be white .

and find me a politition today who hasnt at least expiermented with some form of drug .
