North-Northwest Winds

I fish Cape Cod Bay by boat in the daytime (first light and sundown) during the summer months and when there is a north or northwest wind I stay home and mow the lawn because this wind direction shuts down the bass and blue fishing. Does a north or northwest wind also shut down surf fishing on the outer Cape Cod beaches in the fall? Thanks, guys.
