I figured some type of trolling lure. Anyone ever see anything like this or are they home made?

Salty - they are 2 seperate lures each with a single hook on them.

I have some of the same lures from some old tackle boxes I picked up at yard sales when living in the Seattle area. I am not 100% sure, but I think they were used with a small herring attached to troll or mooch for salmon...to simulate the spin you get from a plug cut herring.

Yes those are salmon lures. I used some when I was in alaska this Spring. tehy whirl and flash to attract salmon, and yes a strip of herring is attached to the rear siwash hook.

they were selling some like that at building 19 junk store. They are just a spinner blade in front of a jig hook. I tried using one at block Island drifting an eel off of it in some very fast water. I got a couple of stripers with it. I think they are designed as Musky rigs.
