RI Licensing Issues...
OK - we all know just how wonderfull this topic is, here are some links to what's being tossed about. Now the last meeting only had a couple of us there (Me and Fishpart) but it turns out that we went to the wrong meeting as the correct one was the day before (I love getting info second hand :eek: ) but it was my fault for not double checking - sorry about that Fishpart. Kinda wierd how they only covered the Rec issue for about 5 minutes, right? That was because the day before they focused on the rec issue....

Will the receipts from the license go completely to the Saltwater fishing interests(Programs, enforcement, administration)? Or to the General fund?" |

To the best of my knowledge, the answer is BOTH. In the case of Florida, while there is no 100% guarantee of where the license revenues go, there is a watchdog type committee that provides some form of security of those revenues. As I was told, this group acts as a reminder to the legislators that any abuses of these funds, for unrelated use, may have serious implications come re-election time. As to the other states, I have forwarded your question to Dennis Erkan of our staff. He may be able to provide additional information. Tim Lynch is correct - The answer is both, but the intent of the question was to determine if there is significant opposition to the license fees and are people generally happy with programs and services available. When contacting the individuals named in the report, the question was asked about the recreational community's position on the licensing and programs funded by the receipts. While I'm sure that most of the "recreational community" in the states we contacted would like to have the same programs without the corresponding license fees, the "Contacts" stated that the recreation community is supportive of work conducted in their respective states. States with totally protected accounts (Alabama, Louisiana, Mississippi, Texas, California, and Oregon), are able to offer substantial programs and services. If your question is about Rhode Island: If a marine recreational license were established, the Department (DEM) would want a restricted receipt account to address concerns by the recreational community and directly fund and expand marine recreational programs. While I don't think I'm in favor of a license, certainly without meeting some specific criteria, this may be much more of an honest effort than a grab as I first thought. I really think we need to see all of the facts first.... John |

Hopefully DZ or someone else can confirm this but the http://www.ci.uri.edu/ website shows this Thursday December 13th, as the next meeting for a Rhody Rec License... Anyone else plan to attend?

Went OK (considering I'm on the fence on this issue). I posted in another thread my thoughts on it and where it stands. It looks like it will probably happen but it doesn't look like evil management as I was first led to believe. IF (sorta big IF) it's done correctly, it could be a good thing... The people appear to be trying hard to do the right thing...
