Sabiki Rigs

 What are the regulations on the sabiki rigs? Up here on the north shore the warden tells us they are illegal and we can only use 1 hook such as a 1/64 shad dart to catch herring. We are fishing quite a distance inland on the river and always used to use sabikis.
