where can i get a eel trap and what is the best eel bait?

Eel trap
 
We found best bait to be a horseshoe crab with eggs, but haven't seen many a one in years. Otherwise, cracked clams, mussels or cracked green crabs. Fish bait tend to attract crabs, but as said, they also make ok bait. Leave 'em cracked so eels have to work at them (ie., stay in trap) to feed otherwise they can get back out.

Yup! Also a can of dog food or cat food works great also, just punch holes in the can

When I was younger I remember fishing a pond right next to the bay with live shiners and catching eel after eel.

If I'd known then what I know now I would've used those eels on the saltwater side of the spillway.
