Battery Chargers
 
How can you tell if a battery charger is still working? I have an old charger that is rated 8-10 amps. I put it on a real low battery, and the meter only goes to 2 amps. It use to go too 8-10 and the trickle back to 2 when the battery is charged.

Volt meter. Load tester is better though.

alternate tester
 
if your not sure the battery is good you can inspect the cells if you have removable covers that is...see if any are dry...
you can buy new electrolite...for it if dry...
sometimes it works and sometimes not...


and for an alternate tester you could use an old dc light bulb socket and a 12v bulb to see if it burns brightly after the battery has charged for a bit...

if you do not have a voltmeter or load tester, then all you have to do is eliminate one of them, it is either the battery or the charger, the easiest way would probably get s battery you know is good, put a load on it to run it down (run a pump in a bucket or somthing) then hook it up and see what happens, if it does not charge, then you know it's the charger
