Where would one find herring runs over by Newport/Portsmouth?

Somebody on the other side of the bay is getting into it and I want to steer him in the right direction. He helped me a lot in my boat search (which I'm not doing now for a couple reasons - not enough time & potential PT for a junk back) and I want to get him on the right track for buckeys)....

Bossman, The closest on is in tiverton, then barrington, then.......well two is enough. :)
