In other steroids-scandal news, Jose Canseco does plan to return. The one-time slugger and writer of the drug-alleging Juiced has agreed to a contract with the independent San Diego Surf Dawgs, the Associated Press reports. According to the San Diego Union-Tribune, Canseco is scheduled to begin play on Monday and "receive the league maximum of $2,500 per month
