RI and Mass - boat registration and sales tax

Hey guys, hope you can help. I live in Mass, but if I get a boat (maybe soon!) I will be keeping it in RI, slip or marina and will be using it only in RI waters. Per the RI state laws, I need to register it in RI. WHat does that mean for sales tax? RI has no boat sales tax, Mass does?
Any help?

I think if your address is in mass then you pay mass sales tax when you title it. Then you may reg in RI if you want.

ok - so it may be title based.

I got some info from RI, even though I am out of state, I can title the boat in RI and register in RI.
I think that way I will avoid the MA sales tax.
