Sea Conditions Rule of Thumb

Can anyone tell me what wind direction/tide is the best to make the trip from Narragansett Bay to Block Island.

Little kids aboard, and I want to wait until it's near glass.

Thanks

Slack water would be best but the tide doen't play much of a part in this except when you go through the north rip. Going from PJ to old harbor the typical summer SW wind is o.k. as the isalnd blocks the wind for most of the way. No matter what the wind, under 10 knots would be best for a small boat.
