Are there any conditions/surroundings under which stripers are apt to be around but not bluefish ?

where I fish. seriously, haven't caught a bluefish at night in any of my spot in 4 years. I'm well north of you though and I think its just a water temp thing.

I caught bluefish around the piers of the Tappan Zee Bridge, but I think they don't go much further up than that.
