Can you lock your boat to mooring???

Last season someone unhooked my boat and the harbor master lassoed it as it was drifting out of the channel in a heavy storm... do any of you have a system which allows you to lock your boat to the mooring? I was thinking heavy cable that is covered in plastic, but wonder if it will rust... lots of people go clamming right near my boat, and I am nervous this season... I would appreciate any helpful info!!!

maybe try to make a pennant line out of stainless "sailboat stay" cable? loop in thru the cleat then lock it onto it self?

swaged coated wire thats used for lifelines.
make it 2-3 feet longer than your mooring pendant so you don't shockload it.
