Well, I'm here to report no luck on Sunday, except that I happen to like casting and fooling with plugs. NH Fish and Game has several "hot spots" listed on the website, but bait seems to be the way its done, for the most part. They do recommend driving around looking for birds, which might make sense in places where you (a) can actually see the water and (b) have a reasonable expectation of access.

I did try that, but only saw birds working in Hampton Marsh where I could't get to them. Had some difficulty with seaweed in other places and wasted much time rigging and de-rigging.

I have a pick-up truck with a pretty standard roof rack. Has anyone seen plans for, or ideas about, a rod rack with a degree of security? Some combination of plastic pipe with a way to lock? I'll appreciate the help!

Hunter rod vault is the way to go for securing your rods and reels.

If you want to lock rods any ski/snowboard rack with locks will work. It does not lock the reels though.
