Off the RISAA reflector...

"Today Governor Carcieri, who in the past has been a friend to the
recreational fishing community, has used his veto power to kill the
saltwater fishing license.

It looks like we will all have to pay the feds $25 after next year
instead of $7 to our own state.

does this mean RI DEM or RI DFW will have to check for federal Licenses?

I find it hard to believe RI will use its resources to enforce this when they never enforce existing RI FW licenses.

I love the sentiment, I love the premise, I love the honoring of the right to fish in the state's constitution. In my heart I am all behind this.

But in my mind, that water long ago went over the dam. The people worked their tails off to get something fair with regards to a license.

Oi veh, a rare time I hope the Gov's veto is overturned.

IMO: Reading the disapproval letter by the Governor (and I am not from RI), it seems to me that the Governor believes that by vetoing the RI license he is in effect also preventing the Fed license from taking effect in the state: "RI's are born with that right".

I give your governor credit for standing up. I agree that a lot of people worked hard to get a fair license. I would rather pay a state than the feds.

i'm shocked, yes shocked, that the members of this board would actually believe that the politico's would keep their grubby little mitts off this money.
another chance to give their deserving nephew/ niece a nice paying $150,000 a yr. job at the taxpayer expence. this has been going on since time immortal, just not so out in the open as it is now.
off course if they did collect the fees and actually do something with the money for the sportsmans benifit, therin would be the shock.
over a year since they graded the deephole parking lot. over 6mo. since camp cronin. you can lose nebe's vw. in the holes

We know you never been on one but the guys at the dealer say it does 65mph so we got ya that one and just remember its like running the tractor back home you will do fine....

This is all political grandstanding. No I don't want to pay a license fee but if my $7 goes back into the fishery then I'm all for it. Of coarse it won't..

Now if there are 1000 people who buy the license (many just won't buy it since enforcement will be very difficult and they will plead dumb if caught) the grand total is $7000. Now tell me why the Governer is vetoing it and grandstanding about it and its on the radio etc all for just $7000 in a state that is in hock by about 400 million? Now overall I like Carcieri and he's not running for reelection but his party and reputation do benefit from him being "for the people" on this huge $7000 issue.

Just political grandstanding.

The way it reads is Yes - if Mass uses the federal registry and No if they have their own registry

Sorry I have to disagree with most of you. The MSA only requires anglers fishing in state waters to register if they are fishing for androminous (sp?) fish. Basically that mean stripers. There is no way the feds can enforce this for 99% of the people fishing in RI waters. I can see a lot of guys bluefishing with eels in the future. :) So far NONE of the New England states, except for CT have enacted a salt water license and I'd like to see it stay that way. We should all tell the feds to buzz off. Basically the license is a NMFS/MRIP brainstorm, so they don't have to go through the work of creating their own registry. They can see the handwriting on the wall, if the states don't do it, the whole thing is going to fail miserably.

I'm pretty damn happy the Governor had the stones to tell the Feds to pound sand.

Being upset that him standing up for our rights as fisherman, taxpayers, and citizens b/c of the risk of having to pay $25 is sad.

How do they enforce the rule that prohibits targeting bass in the EEZ?

I'll tell you how--if you're fishing a location, and fishing for "bluefish", and on 20 drifts you catch 20 bass, and you keep on setting up drifts and catching bass, they can prove that you're targeting bass.
