Seals foraging on schoolies?

Took my daughter for a walk out on Napatree today ... when we walked down to the water near the carousel, there was a small schoolie washed up on the beach, maybe 10-12 inches long with a bite out of its throat, maybe four or five inches in length ...

... figured it must have been victimized by a seal ... but surprised a seal wouldn't take the thing down in one bite, unless it was a little one, anything else likely do that?

Also saw a cormorant dining on all the baby flounder and other small fish in the area ...
